A journey for integration - Annual Report 2010 - 2011 
The Coastal Association for Social Transformation Trust(COAST Trust) started its operation in Bhola district since January 1, 1998, aiming for socio-economic and sustainable development of the coastal poor. As strategic part of organizational growth, COAST expanded its activities at Cox’sbazaar district (in 2001), Patuakhali district (in 2004), Feni, Laxmipur and Noakhali districts (in 2006), and Chittagong district (in 2010). It is a plan to include five more coastal districts by 2015. COAST is executing its programs and projects under two core divisions: i) Economic Justice (EJ), ii) Social Justice (SJ). EJ is focused on Micro Finance (MF) with integration of Right Based Approach (RBA), primary health care and nutrition and coastal integrated technology extension programs, community based disaster management. SJ division is aimed to build alternative power structure from the poor at local level who has the capacity for demand mediation, ability to organize issue-based local mobilization, empowers to challenge any irregularity especially in public service delivery. All the efforts of SJ section of COAST are directly implemented with the effective participation of the member participants and leaders. Major concentration of SJ is to establish People’s Organization (PO), local governance, development education, campaign and advocacy etc. For details please visit www.coastbd.org. In 2009 COAST has developed Information Disclosure Policy and complaint response mechanism policy. Information disclosure policy is to inform the stakeholders on what
kinds of information they can expect from COAST. It will also provide guidance to the staff on what kinds of information should be provided to the stakeholders.The policy covers for providing information of staff and their benefits, beneficiaries, assets of the organization and any other related information asked by the stakeholders. Personnel information related to the disciplinary matters will only be disclosed when it is asked by the state and judicial authority. The complaint response mechanism policy builds the trust of the stakeholders. COAST is committed to receive complaints and to handle them in an appropriate and timely manner. All offices have set a complaint box and of which key will be lying with the designated officials from the management. The boxes will be opened regularly and will be taken necessary steps to resolve the complaints if any. Each office will also maintain a complaint register in which all the complaints received will be recorded and the track will be monitored. Any complaint received by any of our staff or office will simultaneously be resolved between 5 to 30 days through a step by step forwarding process. The complaint can not deal a general inquiry about COAST Trust’s work and any contractual dispute.

Integration of Rights Based Approach with Micro Finance
COAST is a people centered1 non-government development organization (NGO) that has been working in the coastal areas of Bangladesh since 1984. At present COAST is working with 97,610 poor families who are being supported with revolving credit of US $ 5.24 millions. The annual operating cost of the organization is US $ 2.16 millions in 2009-2010 while, it belongs fixed asset of US $ 0.22 millions. COAST maintains a reasonable standard in governance through ensuring high degree of participation,
transparency, accountability and gender sensitivity in policy and practice level, all information are available in www. coastbd.org. Since 1995, along with enhanced level of income and asset building for the coastal poor, COAST has re-organized a process to integrate rights based approach (RBA) with its micro finance (MF) program to enable poor families to claim their rights and entitlements from the state-run service providing agencies. Those programs are running from the surplus income out of a progressive micro finance operation. This paper is just to brief our experiences on the integration of Rights Based Approach with micro finance program.

How COAST integrated HAP I Accountability Standard
It is a brief paper on how COAST (Coastal Association for Social Transformation, www.coastbd.org) has brought internal adjustment to integrate its functional system with HAP I (Humanitarian Accountability Partnership International, www.hapinternational.org) standard during the period from 2008 – 2011. COAST is a non profit NGO (Non Governmental Organization) working for coastal poor in Bangladesh since 1998. At present the number of its beneficiaries/member participants has been stood at 153,211 and this year its operating cost has been stood at $ 2.71 million supported by a revolving credit fund of $ 6.75 million. Though Its core program is micro finance operation for poverty alleviation, it is also equally engaged in institutions building / people’s organizations, promoting good governance, primary health care, disaster mitigation, campaigning to eliminate violence against women and technology extension program especially in respect of integrated agriculture. These activities has taken in view of integrating right based approach, running with surplus income from a progressive micro finance operation aiming to promote sustainable human and organizational development. HAP I promote accountability in humanitarian assistance, and it has set of standard and indicators. In integrating the standard COAST has the experiences is that it has also worked as to build a learning organization in empowering communities. COAST believes that, accountability or development is not a charity, it is a right of the people especially of the poor who are poor as because of unjust system of the society.

COAST annual report 2008-2009
Th e Coastal Association for Social Transformation (COAST) Trust, a Non- Government Organization (NGO) which is working for poor of remote coastal areas and small islands in Bangladesh. This annual report is going to describe the describe all of our activities, nature and style of our work, success cases of program/project, and financial analysis of the organization from July 2008 to June 2009.
Economic justice and social justice are the two major sectors of COAST Trust along with other activities. Productive technical assistance, hard core poor program, primary health care etc. are included in Economic Justice. Social justice sector is organized with the components of people’s organization and demand mediation, institutional strengthen of local government, pro active civil society building. This report also described of our humanitarian response; disaster response; coastal renewable energy program; and macro level advocacy; Equity and Justice Working Group, Bangladesh (EquityBD).
