How COAST integrated HAP I Accountability Standard
It is a brief paper on how COAST (Coastal Association for Social Transformation, www.coastbd.org) has brought internal adjustment to integrate its functional system with HAP I (Humanitarian Accountability Partnership International, www.hapinternational.org) standard during the period from 2008 – 2011. COAST is a non profit NGO (Non Governmental Organization) working for coastal poor in Bangladesh since 1998. At present the number of its beneficiaries/member participants has been stood at 153,211 and this year its operating cost has been stood at $ 2.71 million supported by a revolving credit fund of $ 6.75 million. Though Its core program is micro finance operation for poverty alleviation, it is also equally engaged in institutions building / people’s organizations, promoting good governance, primary health care, disaster mitigation, campaigning to eliminate violence against women and technology extension program especially in respect of integrated agriculture. These activities has taken in view of integrating right based approach, running with surplus income from a progressive micro finance operation aiming to promote sustainable human and organizational development. HAP I promote accountability in humanitarian assistance, and it has set of standard and indicators. In integrating the standard COAST has the experiences is that it has also worked as to build a learning organization in empowering communities. COAST believes that, accountability or development is not a charity, it is a right of the people especially of the poor who are poor as because of unjust system of the society.
